Elizabeth Lieutenant, Program Manager
Elizabeth Lieutenant (Liz) has expertise in managing projects and programs, engaging stakeholders, and conducting education research on contracts for the U.S. Department of Education and the Gates Foundation. Since starting at QIP in 2016, Liz’s work as a program manager for QIP’s Data Standards and Initiatives team provides her with ample opportunities to use these skills to address topics ranging from attendance and digital equity data, to crisis data management and cybersecurity, to dual enrollment and postsecondary outcomes data.
One of Liz’s primary responsibilities—and her specialties—has been engaging working groups in the development of audience-appropriate, user-friendly best practice resources.
“I deeply enjoy engaging stakeholders in the development of best practice publications. Helping education data staff translate complex problems and practices into digestible information that is actionable across education agencies is rewarding on both a professional and personal level. It is a privilege to be trusted by stakeholders in sharing their insights and expertise.”
Before joining QIP, Liz worked at research centers including the University of Michigan, the Smithsonian Institution, Georgetown University, and the National Archives and Records Administration. She holds a master’s degree in library and information science from The Catholic University of America and a bachelor’s degree in social sciences from Thomas Edison State University.
“As a librarian by training, I am passionate about connecting people from all walks of life to the information they need to better understand issues and make informed decisions. Those skills have been essential to my work with QIP’s clients, stakeholders, and staff.”
In her free time, Liz enjoys investing, reading, snuggling with her rottweiler and cats, and cheering on her favorite Formula 1 drivers.
