Andra Williams, Business Development Manager / Senior Research Analyst

In the course of her career, Andra Williams has worked on education issues with a diverse range of interest groups, from the business community and state education agencies to the federal government. Today, Andra is Senior Research Analyst and Business Development Manager at QIP, with expertise in education policy, data, and analysis.
“As the child of public school teachers and administrators, I am passionate about supporting public education. We have a responsibility to help kids get the best possible start in life, and in my opinion, a great education is key," Andra said.
In her research role, Andra supports U. S. Department of Education contracts, primarily as a subject matter expert with the Privacy Technical Assistance Center (PTAC). The U.S. Department of Education established PTAC as a “one-stop” resource for education stakeholders to learn about data privacy, confidentiality, and security practices related to student-level longitudinal data systems and other uses of student data. PTAC provides timely information and updated guidance through a variety of resources, including training materials and opportunities to receive direct assistance with privacy, security, and confidentiality of student data systems.
As Business Development Manager, Andra works with QIP senior management and staff to promote business growth by advancing opportunities and prospects, including mining various resources and tools, representing QIP in a range of professional settings, and helping to develop content for QIP marketing materials.
Andra holds an MA in Education Policy from The George Washington University and a BS in Human and Organizational Development from Vanderbilt University, with a specialization in Public Policy.
In her free time, Andra serves in leadership roles on the Baltimore County PTA Council, and with Start School Later—Baltimore County and Start School Later, Inc., advocating for safe and healthy school start times for students. She also enjoys spending quality time at the local dog park with her husky, Rissa.
